You have to have a legal reason to file for change of venue. For instance everyone in that county has heard of you and thinks you're guilty, so you can't get a fair trial there. It's almost impossible to get a change of venue in a civil case.
If you fail to appear when and where the summons says, you may be cited for contempt of court and fined.
As sonmeone else pointed out, the contract ubnder which you purchased whatever it is you didn't pay for no doubt says what law and jurisdiction will apply if you go to litigation.

the case is heard where you made the contract which is leading to the matter, or where the contract says it should be heard. This is the original agreement and the court will uphold it unless you demonstrate why that would be unfair.
inconvenient isn't unfair. you could solve the matter by simply paying the bills.
